Noel attended St. Joseph’s School and Kingston High School. He received a Bachelor’s Degree from Cornell University, a Master’s Degree from SUNY Albany in Public Administration and completed course certification in alcohol and substance abuse counseling.
Noel worked for NYS for 37 ½ years in various positions. He first worked in a state prison as a teacher/counselor, then as an assistant director of a state facility for troubled youth. The majority of his career was with the NYS Department of Health, where he served as the Director of Personnel, Acting Director of the Bureau of Maternal and Child Health, and as an Administrator in the Center for Community Health.
His 40 years of Volunteer work included: work with troubled youth at Parson’s Child and Family Center, coach and manager of Little League and Babe Ruth baseball leagues in Colonie, NY, and after moving to Cape Cod, for 17 years he packaged and delivered meals to seniors through the Cape and Islands Meals on Wheels program in Yarmouth, spending extra time with each person he encountered.

Over his lifetime, Noel enjoyed many sports, playing baseball, basketball, tennis, jogging and golf. He believed participation in sports was both physically and mentally rewarding. He especially enjoyed golfing on the Cape and in Florida on vacation. He played over 50 rounds last year including getting his 3rd hole-in-one! He was an avid spectator as well, enjoying watching golf and his beloved Yankees.
Noel was married to Alice (Freer) in 1961. Throughout their marriage he was very appreciative of her love, support and understanding. They were partners in life, sharing 61 memorable years together through the good and difficult times.
